In spinning its narrative surrounding the Ukraine crisis, Russia left the EU at a loss at how to counter the relentless propaganda campaign. Russia’s success is chiefly due to the Kremlin’s grip on the country’s main media outlets, and the ease with which these can penetrate our media landscapes. In March EU leaders decided to create a strategic communication plan “to counter Russian disinformation”. But rather than creating counter-propaganda, the EU should target Russia at its weak point: bolstering online and social media to reach out to civil society in Eastern Europe and Russia itself.
