Deze worden zo genoemd omdat ze onmisbaar zijn in bepaalde industriële, vooral hightech toepassingen. De schaarste aan deze grondstoffen wordt niet alleen veroorzaakt door de beperkte beschikbaarheid in de bodem, maar doordat herkomstlanden, zoals China, de export ervan beperken en zo de prijs opdrijven. Ze doen dit, tot irritatie van andere landen, met het oog op eigen gebruik of als politiek drukmiddel.
