Dat de NAVO sinds het einde van de Koude Oorlog naar nieuwe taken zoekt is geen geheim. In 2006 stelde de Amerikaanse senator Lugar voor om het bondgenootschap een taak te geven in het geval de energievoorziening gevaar zou lopen. Lugar schetste scenario's waarbij pijpleidingen en tankers op zee bedreigd worden, energiekartels en grote energieleveranciers de olie- en gaskraan manipuleren om NAVO-landen onder druk te zetten, en energie producerende landen de belangen van westerse mogendheden niet respecteren. Dat dit laatste geen irreële mogelijkheid was, bleek afgelopen april toen Argentinië aankondigde het Argentijnse deel van oliemaatschappij Repsol te gaan nationaliseren. President Cristina Fernandez de Kirchner kondigde plompverloren aan dat zij 51 procent van de aandelen YPF wil verwerven waardoor Repsol nog slechts een belang van 6 procent in YPF zou overhouden. Kirchner's besluit zou de grootste nationalisatie zijn sinds de overname van Yukos door de Russische regering.
