The Minsk agreement arranged for a ceasefire to take effect in the East of Ukraine on Saturday night 15 February.
Although the announcement of a deal was welcomed by the international community, many questions remain. Why allow the ceasefire to only take effect after several days? What is the chance that the warring parties will abide by the accord this time? How instrumental has been the role of the interlocutors, Angela Merkel in particular?
